Not as a celebrity -- which she already is -- but as part of the live audience. When Dr. Vicki Belo and daughter Cristalle watched the ABS-CBN noontime show It's Showtime on Wednesday, they brought with them the newest addition to their family. The camera caught the adorable Scarlet Snow with her mom and ate (and yaya!) in the crowd and she looked very curious of what was happening around her as the hosts and audience sang the show's theme song. She seemed to enjoy the festive vibe. (abs-cbn.com)

5. Congressman wants criminal liability lowered to nine years old Incoming house speaker Pantaleon Alvarez has filed a proposal in Congress to amend the Juvenile Justice and Welfare Act of 2006 and lower the age of criminal liability to age nine from age 15. The bill argues that children above nine years old who most likely have access to the Internet and digital media are fully informed of their actions and should be taught how to be responsible for what they say and do. Alvarez also said that there would be social interventions and rehabilitation for youth offenders unless it's proven that they committed an offense with full discernment, which then would subject them to face the full force of the law.
