BBC reports that a baby girl in Ukraine has been born with the genetic identity of her parents, alongside a tiny amount of DNA from the donor. Doctors in Ukraine capital of Kiev "fertilized the mother's egg with her partner's sperm. They then transferred the combined genes into an egg taken from a donor." The "three-person IVF" technique was developed to help women who are at risk of passing on mitochondrial disease, a serious genetic disorder that causes debilitating physical, developmental, and cognitive disabilities, to have a healthy child. This was the first time the technique was used to help an infertile couple, a decision that Prof. Adam Balen, chairman of the British Fertility Society, describes as "highly experimental." He told BBC that the three-person IVF "has not been properly evaluated or scientifically proven. We would be extremely cautious about adopting this approach to improve IVF outcomes." (bbc.com)
House bill proposes income tax exemptionADVERTISEMENT - CONTINUE READING BELOW
Quirino Rep. Dakila Carlo Cua, the chair of the House Committee on Ways and Means, has proposed a bill on income tax reform to ease the burden of taxes of those with an annual salary of P250,000 and below, which is currently 83 percent of taxpayers. The proposed bill, House Bill No. 4774, state that employees earning P250,000 and below a year will be exempted from paying income tax. Those with annual income over P250,000 to P400,000 would pay a fixed tax of 20 percent of the income in excess of P250,000. Tax rates will gradually decrease over the first two years of implementation; employees earning over P250,000 to P400,000 will eventually have a tax of 15 percent. "The simplified tax system will increase the take-home pay of most individuals thereby put more money in people's pockets. This will make the system fairer and more equitable," said Finance undersecretary Karl Chua. Rep. Cua's tax reform will retain only exemptions for senior citizens and persons with disabilities and excises tax on diesel and gasoline, and on vehicles, too. (gmanetwork.com)
