A bill has been filed in Philippine Congress to add Ethics as a school subject in elementary, high school, and college.
House Bill 4681, or the “Compulsory Teaching of Ethics Act” proposes the mandatory teaching of Ethics in all levels of education: primary, secondary, and tertiary education, including bridge programs.
According to Batangas congressman Mario Vittorio “Marvey” Mariño, who authored the Bill, there is a need to strengthen the ethics and values of citizens through the educational system.

Ethics, according to the Merriam-Webster Dictionary, is “the discipline dealing with what is good and bad and with moral duty and obligation; the principles of conduct governing an individual or a group; or a guiding philosophy.”
“Schools are obliged to guarantee knowledgeable individuals of good character especially in an environment where not only is corruption a major problem, but also one which is embedded in our culture,” Mariño said.
“It is for this reason that reforms, like the adoption of programs for values education and anti-corruption modules for elementary and high school students, in our educational system were introduced. As time went by, however, these reforms were considered ineffectual.”

The proposed bill would require the creation of an Ethics and Values Formation syllabus which include the following: Basic Honesty and Conformity to Law; Conflict of Interest, Service Orientation and Procedural Fairness, Ethics of Public Policy Determination; and Ethics of Compromise and Social Integration. Additions may be integrated as long as “it will not be made in preference of any religion or belief,” Mariño added.

Vergara also reiterated the important role parents play in molding their young children into respectful adults who will become a productive member of society.
