Budget cuts could end free tuition in state schools next year
ACT Teachers Representative Antonio Tinio and France Castro denounced President Rodrigo Duterte's administration for discontinuing funds intended for free higher education in the 2018 budget. From P18.7 billion, the CHED allocation will be down to P12.42 million next year. "This is a huge step backward for the administration -- its dismissal of the people’s demand for higher budgets for education," Castro said in a statement. Tinio insisted that tuition in state university colleges (SUCs) should remain free.
The Senate raligned P8.3 billion for student financial assistance in the 2017 National Expenditure Program (NEP). However, the proposed 2018 NEP does not include the higher education support fund currently covered in the 2017 General Appropriations Act (GAA) under special provision 2 of the CHED budget. The 2018 NEP proposed budget does not include the GAA’s special provision 6 under the budget for SUCs, which provides for P3 million in cash grants to medical students for the current year.
