2. DOH: There is no three-child policy
According to the Department of Health (DOH), it has no plans of pushing for a three-child policy. Early reports claimed that President Rodrigo Duterte wanted to impose the measure as a means to control the population (now at 100 million) and lessen poverty. The new DOH secretary, Paulyn Jean Rose-Ubial, said during her first press conference that the president's suggestion was to aggressively promote family planning to arrive at an ideal three-children-per-family setup. The DOH does advocate child spacing, recommending women to give between birth at least three to five years apart. However, it would still be the "choice of the individual woman of reproductive age, or the couple if they are in a relationship, to discuss their desired number of children and we will support them in attaining that desired number of children,” Ubial said.
