    The IATF has finally released information on who are allowed to work during the quarantine. Refer to the infographics below and see if your industry is allowed to resume operations.

    Industries that provide basic needs, such as food, water, medicine, and services such as hospitals, food preparation, laundry, and delivery services are allowed to operate in ECQ, MECQ, and GCQ areas.

    Utility services such as those that provide power, energy, water, telecoms are allowed to operate in all areas. Some industries, however, will only be allowed to run in 50% capacity.

    Malls and commercial centers will reopen under MECQ and GCQ, but barbershops and hair salons will remain closed under GCQ. Dine-in in restaurants is also still not allowed.

    Under MECQ, trains, buses, jeepneys, taxis, TNVS are still not allowed to operate. Under GCQ, these may be allowed but subject to limited capacity per vehicle.

    Under MECQ, outdoor walking and jogging are allowed as long as individuals are wearing a mask and practicing 2-meter distance from one person to another.

    Under MECQ, only a maximum of 5 may be allowed to gather together. Under GCQ, you can have a get-together with a maximum of 10 participants.

    Outdoor Exercise and Gatherings Partially Allowed

    According to presidential spokesperson Harry Roque, outdoor exercises such as walking, jogging, running, and biking are allowed under MECQ as long as people wear masks and observe two-meter physical distancing.

    He also said that gatherings of not more than five people will be allowed in areas under MECQ.

    According to the IATF, Metro Manila, Laguna, and Cebu City will remain under MECQ until May 31.

    Non-Leisure Malls May Reopen

    Under the MECQ, non-leisure malls may reopen, but according to Roque, they may only operate on 50 percent of its workforce. This is to allow the public to access essential goods and other items. Stores that are allowed to operate in malls under MECQ are the following:

    • Mall and commercial centers for non-leisure activities
    • Delivery and take out services of restaurants
    • Hardware stores
    • Clothing and accessories stores
    • Mall-based government frontline services
    • Bookstores and school and office supplies stores
    • Baby care supplies stores
    • Pet food and pet care supplies stores
    • IT, communications and electronic equipment stores
    • Flower, jewelry, novelty, antique, and perfume shops
    • Toy stores (but playgrounds and amusement centers remain closed)

    Manufacturing Companies to Resume Operations

    Likewise, manufacturing companies producing the following goods may also operate on 50 percent workforce capacity:

    • Beverages
    • Electrical machinery
    • Wood products, furniture
    • Non-metallic products
    • Textiles/garments
    • Tobacco products
    • Paper and paper products
    • Rubber and plastic products
    • Coal and refined petroleum products
    • Other non-metallic mineral products
    • Computer, electronic, and optical products
    • Electrical equipment
    • Machinery and equipment
    • Motor vehicles, trailers, and semi-trailers
    • Other transport equipment

    Workplaces to Partially Reopen under MECQ

    Offices may partially reopen and resume operations on a skeleton workforce if they provide the following services:

    • Office administrative and office support (such as photocopying, billing)
    • Other financial services (money exchange, insurance, reinsurance, and non-compulsory pension funding)
    • Legal and accounting
    • Management consultancy services
    • Architecture and engineering activities; technical testing and analysis
    • Scientific and research development
    • Advertising and market research
    • Computer programming
    • Publishing and printing
    • Film, music, and TV production
    • Photography, fashion, industrial, graphic, and interior design
    • Wholesale and retail trade of motor vehicles, motorcycles, bicycles, and parts
    • Repair of motor vehicles, motorcycles, bicycles, including parts
