One time naka taxi ako kasama bunso ko.
And yes, I always text my husband the plate no of taxi. I even check the plate no pag para pa lang and if it's the same plate no na naka sulat sa loob ng taxi. I also observe the clothing of the driver kung mukhang barumbado o naka white polo. Minsan din, ginamit ko camera ng cel ko to take a pic of his face reflected sa dashboard mirror.

Sa inis ko, baba kami ng anak ko using the door farthest from the driver. I opened it wide, got out and left it open. Lakad kaming mabilis ng anak ko palayo. Bahala siyang magsara nun. At least nakaganti ako.

Even if its just a case of an "Arrogant Driver/Conductor (Suplado/bastos/mayabang na drayber o kundoktor)"...you can report that to the DOTC and they will take action.

DOTC Online Complaint Form - Road
http://www.dotc.gov.ph/action_center.html

Taxi Drivers can be charged for a violation of Commonwealth Act No. 146, otherwise known as the Public Service Act for alleged “overcharging of fare, arrogance and discourtesy”.

They are supposed to be fully aware how to treat their passengers because it is assumed that they have undergone a seminar from the DOTC about this.

If you encounter a discourteous driver, you can just take down the details of the incident and report it to the DOTC.  Try to avoid confronting a driver so as not to provoke him to violence especially if you're alone or travelling with a small child.  Reporting will be enough.  You can meet that driver again in a hearing at the DOTC Action Center, where the venue is secured by DOTC investigators.

If you have given an email address, you will receive a formal invitation to attend the hearing.  You will get a copy of this formal invitation in your mailing address

Appearing for the hearing, with the driver and operator, is optional:

I am willing to attend hearing (Payag akong dumalo sa mga pagdinig) *
If you answer "No," the DOTC Action Center will inform the operator so that the latter may make the necessary action on the matter.

Taxi Fare, How to Estimate and Detect Overcharging
« Reply #96 on: April 25, 2014, 09:41:17 am »

The published fare rates for Taxis in Metro Manila as of 2010 is:

P40 upon flag down and for the first 500 m (0.5 km), plus P3.50 for every 2 minutes waiting time, plus 3.50 for every 300 m (0.3 km)

LTFRB - Metro Manila Fare Rates and History
http://ltfrb.gov.ph/media/downloadable/fare_rates_MM.pdf

In my personal observation as a commuter, the P40.00 flag down seems to be only on the first 400 m (0.4 km), the additional P3.50 occurs every 3.00 minutes and increase of P3.50 is for every 300 m (0.3 km)

When you ride a taxi, observe the meter for yourself and get the "feel" of the rate.  For me, the rate changes to P43.50 when the kilometer is past 0.4 but has not yet turned to 0.5.  The rate becomes P47.00 when you reach 0.7 km.  I will notice an additional P3.50 on the meter when we frequently slow down or stop and the timer is at 3.00 minutes.

Last night, I noticed a fast meter and I am planning to report it to the DOTC.  Here is what I noticed.

Apr. 24, 2014, ended at 9:31 PM
P40.00 to P43.50 @ 0.3 km
P43.50 to P47.00 @ 0.7 km
P47.00 to P50.50 @ 0.9 km
P50.50 to P54.00 @ 1.1 km 3.00 min
P54.00 to P57.50 @ 1.4 km 3.00 min
P57.50 to P61.00 @ 1.6 km 3.44 min
P61.00 to P64.50 @ 1.9 km 4.00 min
P64.50 to P68.00
P68.00 to P71.50 @ 2.1 km 4.50 min
P71.50 to P75.00 @ 2.4 km 4.50 min
P75.00 to P78.50 @ 2.7 km
P78.50 to P82.00 @ 3.0 km
P82.00 to P85.50 @ 3.3 km
P85.50 to P89.00 @ 3.5 km 5.15 min
P89.00 to P92.50 @ 3.7 km 5.47 min
P92.50 to P96.00 @ 4.0 km 6.00 min
P96.00 to P99.50
P99.50 to P103.00

Another seemingly fast meter:

Feb 27, 2014, 7:01 AM to 7:12 AM
P40.00 to P43.50 @ 0.2 km 1.00 min
P43.50 to P47.00 @ 0.4 km 2.40 min
P47.00 to P50.50 @ 0.5 km 4.29 min
P50.50 to P54.00 @ 0.9 km 4.42 min
P54.00 to P57.50 @ 1.0 km 4.50 min
P57.50 to P61.00 @ 1.2 km 5.58 min

Wow, you noted it talaga? Hindi po ba mahirap noting it while the cab is running?

Hi Mommy Jazz:

Yes, I used my cellphone, an old monochrome Nokia 1202...and sent the list to myself. I like it better now...mas accurate.

Correction: the time is in hours and not in seconds.  That's 0.31 of an hour in the picture.

Last February 14, 2014 I was at the DOTC Action Center in Ortigas for a hearing with a popular Taxi Company.  A taxi driver attempted to increase the rate by taking a longer route to our destination.  This happened around December 2013.  My motivation in pursuing a case like this is not just for myself but also for all the commuters who encounter similar situations (some chosing not to complain).

Magbilang ng poste, Haha!
I would like to try this, monitoring yung patak ng metro, maybe by taking photo with my cel. It's true people choose not to complain and rather rant on FB na parang may maitutulong ang makakabasa instead na sa tamang kinauukulan nila i-forward ang problema. It's good to know that DOTC came up with an action like schedule a hearing or notify the operator. Hindi naman pala mahirap to take the first step, as many are not aware of.
Hey, gusto nating maging maayos ang problema, then report a case and attend hearing. Problems will not be solved by sitting down and posting your problems online. It takes work.
