Q: I'm planning to breastfeed my baby. Can I have a tattoo removal and a new tattoo after I give birth?
A: I do not know of any reasons that tattoos are specifically unsafe during breast feeding. The most important factor is that you know your tattoo parlor is safe. One thing that could affect your baby is any infection you may acquire from getting a tattoo. This is the same risk whether or not you are breastfeeding and is related to how reputable your tattoo parlor is (how clean is the place, do they reuse needles, et cetera). The other thing I wouldn't advise is getting a tattoo around your breast area which may increase your risk for getting infections if you are breastfeeding, or discourage you from breastfeeding due to pain after the procedure.
As for tattoo removals, laser removal has not been linked to any problems with breast milk. The same worries about local infection such as a cellulitis or systemic infections such as HIV or hepatitis are the bigger worries. Again make sure that the place you are going to is reputable and speak to the physician associated to the laser removal place and voice your concerns.
