A proposed measure in the House of Representatives is aiming to give all Filipino students a monthly P1,000 allowance to help with everyday school-related expenses like meals, transportation, and supplies.

Batangas Representative Leandro Leviste, author of House Bill 27, is advocating for the financial support to be extended to every student regardless of income level or school type. According to Leviste, putting limits on who qualifies would only create division and make the rollout more complicated. 

“If we are going to limit the beneficiaries, that would pit people against each other. So, for efficient implementation, this should be given to all students,” he said in an interview with Super Radyo dzBB.

Students would need to attend classes at least 80% of the time to qualify for the allowance. The proposal aims to support learners from elementary to college in both public and private institutions.

The annual cost of the proposed program is estimated at around P300 billion, a figure that raises questions about funding. Still, Leviste believes it’s a worthwhile investment. 

“What we are saying here is that education should get the lion’s share of the national budget, and if we are able to do this, then we can really say we finally made education a priority,” he said.

“If the government has to borrow money to fund this, I will say this is justifiable and a good investment for our future,” he added.
The bill is one of many initiatives filed on June 30, 2025, the first day of the 20th Congress. Support is already trickling in from student advocates and youth groups. Many say the stipend could help decrease dropout rates, especially for learners from low‑income families who struggle daily to pay for lunch or fare.

Earlier proposals suggested tiered allowance systems ranging from P1,000 to P5,000 per year depending on education level. This bill changes the approach by offering the same amount to all students each month, making implementation more equitable.
