DepEd Strengthens Safety Rules to Protect Public School Learners
Collaboration with local authorities strengthens safety beyond school grounds.

The Department of Education (DepEd) has ordered all public schools nationwide to enforce stricter safety protocols following recent incidents that raised concerns about learner security. One such incident involved a shooting at a school in Nueva Ecija, which drew widespread attention from educators, parents, and government officials.

In a memorandum dated August 8, Education Secretary Sonny Angara directed regional offices, division offices, and school administrators to strengthen efforts to prevent violence, bullying, and other threats to the safety of students, teachers, and staff.
“In view of recent incidents involving school-based violence, the DepEd reiterates its commitment to maintaining a safe and protective learning environment for all learners, teachers, and school personnel,” the memo read.
“This memorandum is issued to ensure the heightened vigilance and preparedness of all schools in the face of emerging threats.”
The directive builds on existing policies, including the Child Protection Policy established in 2012. This policy prohibits any form of violence, abuse, and exploitation, as well as the possession of deadly weapons, illegal drugs, alcohol, toxic substances, and pornographic materials on school grounds.

Under the new guidelines, schools must conduct bag inspections and strictly control access to school premises. Security personnel are required to maintain a visible presence to deter prohibited items, especially firearms, from entering campuses.
DepEd also called for the enhancement of reporting systems to better address cases of bullying, gang-related violence, gender-based violence, and child abuse. The department emphasized the importance of prompt, effective responses to these concerns to protect vulnerable learners.
In addition to physical security measures, DepEd plans to expand mental health and psychosocial support services for students. Recognizing the importance of emotional well-being, schools are encouraged to develop safety plans that address the unique risks and challenges of their communities, whether in urban centers or rural barangays.
DepEd is also collaborating with local government units, barangay officials, and the Philippine National Police. These partnerships aim to manage risks both inside and outside school premises, ensuring a comprehensive approach to protecting learners.
The memorandum takes effect immediately and applies to all public schools nationwide. DepEd urges educators, parents, local authorities, and students to work together in creating safe and nurturing educational environments.
