In a groundbreaking move, the Civil Service Commission (CSC) has updated its qualification standards, officially opening the doors for K–12 graduates to apply for first-level government positions.
First-level government positions generally involve clerical, trade, craft, custodial, or other sub-professional roles, both in supervisory and non-supervisory capacities. However, the revised educational standards do not apply to positions requiring specific higher education degrees or those governed by board-regulated professions.

New CSC Rules Allow K–12 Graduates for Government Positions
Under CSC Resolution No. 2500229, issued on March 6, the revised guidelines now recognize Junior High School (Grade 10) and Senior High School (Grade 12) graduates as eligible for first-level government positions. This update aims to reflect the changes brought by the K to 12 curriculum, which was designed to better prepare students for employment and higher education.
