A bill (Senate Bill 1795) filed in the Senate seeks "lifetime validity" for Persons With Disability (PWD) ID cards, its author, Sen. Lito Lapid, said.
This will remove the burden of renewing the PWD ID, the bearers' gateway to benefits, every three years, Lapid said. For the permanently disabled, renewing their ID every three years is an "unnecessary burden," Lapid said.
Lapid said the exemption renewal would apply to those with pre-existing birth defects, those with permanent blindness or deafness, and those who lost limbs or body parts.

“Marapat lamang na bigyan ng mas malawak na pang-unawa at konsiderasyon ang mga kababayan nating may kapansanan," Lapid said.
"Makakabigat lamang sa kanila ang pagsasailalim sa paulit-ulit na proseso ng pagkuha ng ID at pag-aaksaya lang din ito ng kanilang oras at salaping pambayad sa renewal fee."
Lapid's bill seeks to amend the PWD ID provision in the current Magna Carta for Disabled Persons (Republic Act No.7277).
This isn't the first time a bill seeking to provide lifetime validity for PWD ID cards has been filed. Sen. Miriam Defensor Santiago pushed for one back in 2015, questioning the need for renewal among permanently disabled people.
The bill she authored stated, "One who is permanently deaf, for example, should no longer be required to prove every three years his/her hearing impairment. Requiring so is superfluous, and is a waste of both the holder's and the issuing office's resources." (You can read the rest here.)
