How a New Bill Plans to Help Families Raising Children With Special Needs

House Bill No. 4353, also known as the Inclusive Development and Well-Being of Children with Special Needs Act, seeks to establish a national system to support children with special needs and the caregivers who care for them.

Rep. Edu Rama of Cebu City’s south district, who filed the bill, pointed to the financial burden faced by families. A single speech or occupational therapy session can cost between P850 and P3,000. Children who need multiple sessions each week may require P5,000 to P10,000 a month for therapy alone. For many Filipino households, these expenses are difficult to maintain over time.

Moroever, according to a policy brief on inclusive education, only 391,089 learners with disabilities were enrolled in public schools in School Year 2024–2025, representing just about 8% of the estimated 5.1 million children with disabilities nationwide. This stark gap indicates that millions of children with special needs are not accessing formal education or receiving the support they need.

The proposed law takes a long-term and coordinated approach. Instead of offering short-term assistance, the bill aims to build a system that supports children with special needs throughout their development, while easing the financial and emotional strain on families.

One major part of the bill focuses on access to therapy and education. It calls for expanding Special Education (SPED) schools and centers, particularly in underserved and rural areas. It also supports inclusion programs in regular schools, allowing children with special needs to learn alongside other students when appropriate. The bill also seeks to expand PhilHealth coverage and provide subsidies for therapy services and assistive devices, with priority given to low-income families.

Financial support for families is another key provision. The measure proposes vouchers and grants that parents or legal guardians can use for therapy, medical care, assistive tools, and specialized education. These programs would be managed by the Department of Social Welfare and Development in coordination with other agencies. The bill also encourages the study of tax deductions related to therapy and medical expenses to help reduce out-of-pocket costs.

The bill also highlights the importance of awareness and inclusion. It supports national campaigns to reduce stigma and promote acceptance of children with special needs. Inclusive education and disability rights would be integrated into school programs, and policies would support safer, more accessible public spaces.

To ensure effective implementation of the law, the bill proposes establishing an Inter-Agency Coordinating Council for Children with Special Needs. This council would bring together key government agencies, including the DSWD, DepEd, DOH, PhilHealth, and the National Council on Disability Affairs, along with representatives from civil society and the private sector. The goal is to align efforts and create a clear national plan.
