Dr. Carmencita David Padilla, a distinguished Filipino geneticist, was declared a National Scientist for her groundbreaking contributions to genetics, which led to the enactment of two major laws in the country.

Dr. Padilla has been awarded the title under President Ferdinand Marcos Jr.'s Proclamation No. 642, Series of 2024. This honor is conferred based on the recommendation of Department of Science and Technology (DOST) Secretary Renato Solidum and the National Academy of Science and Technology.
The National Scientist's works were key in passing laws that benefit Filipinos, especially parents: Republic Act No. 9288, or the Newborn Screening Act of 2004, and Republic Act No. 10747, the Rare Diseases Act of the Philippines.
RA 9288 ensures that all newborns have access to early screening for certain heritable conditions. These conditions, if left undetected and untreated, can lead to mental retardation, severe health complications, or even death.
On the other hand, RA 10747 aims to improve access to medical care for patients diagnosed with or suspected of having rare diseases.
National Scientist Award
The Order of National Scientist Award (Orden ng Gawad ng Pambansang Alagad ng Agham) is the highest recognition for scientists in the Philippines, conferred by the President based on the National Academy of Science and Technology's recommendation.
According to DOST's website, Dr. Padilla graduated cum laude with a pre-medicine degree from UP Diliman in 1976, earned her Doctor of Medicine from UP Manila in 1981, completed a clinical genetics fellowship in Australia in 1990, and obtained a Master's in Health Policy Studies from UP Manila in 2005.
Dr. Padilla founded the Philippine Genome Center (PGC), a multidisciplinary institution focused on advancing genomics research in health, agriculture, biodiversity, and bioinformatics. As Executive Director from 2011 to 2016, she led the center through a period of significant growth.
Notably, PGC played a crucial role during the COVID-19 pandemic by sequencing the virus and tracking its mutations, which helped guide public health strategies.
The academician also helped establish various medical and laboratory facilities across the Philippines, serving patients from Philippine General Hospital (PGH) and other hospitals.
She was honored with the National Scientist title alongside Romulo Davide, known as the "Father of Plant Nematology," for his development of "BIOCON," a biological control agent against nematodes.
