Previously, it has been announced that PhilHealth will increase its members’ contributions to 2.75% starting January 2019 to help fund the Department of Health and grant every Filipino health care coverage under the Universal Health Care Act of 2019. Early this month, the government agency released a new contribution schedule of the said increase which covers direct contributors, kasambahays, self-employed individuals, OFWs, and practicing professionals.
Based on the new schedule, the PhilHealth monthly contribution of a person earning Php 10,000 a month will be at Php 275.00. Half of this amount is paid for by the employer if the individual is gainfully employed.
A 0.5% increase will be implemented per year until it reaches the 5% limit in 2025 as provided by law, with a monthly salary ceiling of Php100,000.
Further, it states:
“For those whose basic monthly salary is below the income floor, the premium contribution shall be computed based on the income floor, while [for] those whose basic monthly income is above the income ceiling, the premium contribution shall be computed based on the income ceiling in accordance with the DBM Circular No. 2019-8.”
Contributions of house helpers and domestic workers shall be paid for by the employer if the monthly salary is Php 5,000 and below. However, if it is higher than that, the kasambahay is required to pay her share, too.
Self-Earning Individuals, Professional Practitioners, Land-Based Migrant Workers
The computation of monthly premiums for individuals who fall under these categories “shall be computed straight based on their monthly income to be paid wholly and individually by the member in accordance with the terms of payments and corresponding due dates as prescribed by the Corporation. A separate Corporate implementing guidelines will be issued for this purpose.”

Premium contributions for PWDs are paid for by the national government, as mandated by RA 11228. The amount will be shared by the government and the employer.
The new schedule of premiums is below for your reference. It takes effect starting December 7, 2019.
